    Canada Study Permit - Quebec Study from Bangladesh

    Study Permit guidance for eligible studies in Quebec, with the Quebec Acceptance Certificate (CAQ) and federal IRCC approval.

    For studies in Quebec lasting more than 6 months, Bangladeshi nationals generally need two separate authorizations: a Quebec Acceptance Certificate (CAQ) for studies from the Gouvernement du Quebec and a federal Study Permit from Immigration, Refugees and Citizenship Canada (IRCC). The process normally starts with admission to a Quebec designated learning institution (DLI), followed by the CAQ and then the Study Permit application.

    The CAQ issuance attestation normally serves as Quebec's provincial attestation for the federal application and must be valid when submitted to IRCC. Applicants must also demonstrate a credible study purpose, sufficient funds under Quebec requirements, admissibility and compliance with temporary-resident conditions. If approved from outside Canada, IRCC issues a port-of-entry letter and the required travel document; the Study Permit is normally issued on arrival in Canada. 

    Document Checklist

    1. Passport: Valid passport for the intended trip to Canada. Provide a clear colour copy of the biographical page and pages containing stamps, visas or other markings; IRCC currently advises the travel document should generally be valid for at least 6 months from the planned travel date.
    2. Previous Passport(s) & Travel History: Copies of previous passport(s), visas and relevant entry/exit records to support the applicant's travel history and ensure consistency with the information declared in the application. IRCC may consider travel evidence from the previous 10 years.
    3. IRCC Online Application, Forms & Personalized Checklist: Apply online through the appropriate IRCC account and upload all required documents. Complete IMM 1294 and, for applicants aged 18 or over, IMM 5707; include IMM 5257 SCH1 and any additional forms where applicable, then pay the required fees.
    4. Letter of Acceptance (LOA) from a Quebec DLI: Provide the official acceptance letter from the Quebec designated learning institution showing the programme, tuition, study dates and registration information. Post-secondary DLIs must validate the LOA with IRCC when requested.
    5. Quebec Acceptance Certificate (CAQ) / Provincial Attestation: Provide the valid attestation confirming issuance of the CAQ for studies from MIFI. For Quebec, this document normally serves as the PAL/TAL and must remain valid when IRCC receives the Study Permit application. Most students who are PAL/TAL-exempt still need a CAQ unless a Quebec exemption applies.
    6. Study Plan / Letter of Explanation: Provide a concise one-page study plan explaining why you chose the Quebec programme and Canada, your overall educational goal, career value, reasons for not pursuing a similar programme at home and your ties outside Canada. Include a CV where relevant under the Singapore visa-office checklist.
    7. Academic & Language Evidence: Provide notarized copies of relevant university or college diplomas and transcripts, plus other academic records supporting admission. Include language-test evidence used for the programme.
    8. Tuition / Scholarship / Funding Evidence: Provide tuition or deposit receipts where paid, together with scholarship, education-loan or institutional funding evidence where applicable. Funding letters should clearly state the amount and period covered.
    9. Quebec Financial Capacity: Show enough funds for tuition, round-trip transportation and Quebec living costs. For applications from 1 January 2026, one person requires CAD 24,617 for annual basic needs, excluding tuition and transportation; higher amounts apply for accompanying family members.
    10. Personal Bank Statements & Financial Evidence: Provide at least 6 months of personal and/or salary account details showing the account holder, balances, transaction history and bank contact information. Add other credible financial evidence where relevant to explain income, savings and the source and availability of trip funds.
    11. Proof of Occupation: Documents confirming your current professional status and ties to your home country, such as employment certificates, leave approval, pay slips, salary statements, study evidence or business-related documents. These should be recent, consistent with your application and support your ongoing occupation and expected return after the visit.
    12. Employer / Study / Business Supporting Letter: Where applicable, provide a letter confirming the applicant's role or enrolment, salary or relevant status, length of employment or study, approved leave and expected continuation after the visit. For employed applicants, provide a recent employer letter on official letterhead with employment, salary and employer contact details, along with recent 6 months' payslips to support ongoing employment and declared income.
    13. Business/Company Financial Evidence (where applicable): Self-employed applicants may provide recent business bank statements, ownership evidence and other records that help demonstrate active business operations, income and the source of funds used for the trip.
    14. Business Registration & Tax Records (where applicable): Relevant Trade License, Incorporation Certificate, company registration documents, TIN and Income Tax Return records may be included where they support the applicant's business status, income and ties to Bangladesh.
    15. Sponsor Income & Relationship Evidence (where applicable): If the studies are being financed by parents or another sponsor, provide proof of the relationship, the sponsor’s employment or business records, tax documents, and evidence explaining their income, financial capacity and source of funds.
    16. Personal TIN & ITR: Personal TIN certificate and recent Income Tax Return records may be included to support declared income, financial history and economic ties where relevant to the applicant's circumstances.
    17. Proof of Legal Residence in Bangladesh (where applicable): Applicants who are not Bangladeshi nationals should provide evidence of lawful residence in Bangladesh.
    18. Civil Status Documents: Marriage certificate, divorce certificate, death certificate, birth certificate or family-related documents where applicable, especially when they help explain family composition, accompanying travellers or ties outside Canada.
    19. Police Certificate: Provide police certificates for each country or territory where you have lived for 6 consecutive months or longer since age 18, in line with the Singapore visa-office checklist and any further IRCC instructions.
    20. Immigration Medical Examination: An IME is generally required for Bangladeshi applicants planning to stay more than 6 months who meet IRCC country/residence criteria. Complete the medical with an IRCC panel physician when required and follow any instructions issued for the application.
    21. Minor Applicant Documents: For applicants under 18, provide birth certificate, parental or legal guardian authorization where applicable, parent/legal guardian identification, relevant financial support evidence and custody or guardianship documents where required. 

    Process Roadmap

    Step 1

    Confirm the Quebec DLI, Programme & Current Requirements

    Confirm the institution is a DLI, the programme requires a Study Permit and the school can support a CAQ application. Check current Quebec application-management limits and any exemption before proceeding.

    Step 2

    Obtain the LOA & Apply for the Quebec CAQ

    After receiving the Quebec admission letter, apply online for temporary selection for studies, pay the MIFI fee and submit the required documents through Arrima as instructed.

    Step 3

    Receive the CAQ & Prepare the Study Permit File

    Obtain the CAQ issuance attestation, which normally serves as Quebec's PAL/TAL, then prepare the study plan, academic evidence, Quebec-compliant finances, sponsor documents and other supporting records.

    Step 4

    Apply Online to IRCC & Pay the Fees

    Submit the Study Permit application online with the LOA, CAQ, forms and supporting evidence. Pay CAD 150 plus the biometrics fee where required.

    Step 5

    Receive the BIL & Give Biometrics

    If required, receive the IRCC Biometric Instruction Letter (BIL), then book a free biometric appointment at a Canada VAC in Bangladesh.

    Step 6

    LOA Verification & IRCC Assessment

    IRCC verifies the LOA and reviews the study purpose, Quebec authorization, finances and admissibility. Medical results or additional documents may be requested.

    Step 7

    Passport Submission, Approval & Entry

    If IRCC requests the passport, submit it through a Canada VAC in Bangladesh. After return, check the visa details before travel.
